The next iPhone will not be able to go cross carrier. Verizon uses LTE for data only. The radio for voice calls will still go over CDMA. That's why Verizon can now say they can do voice/data at the same time. So if the new iPhone is LTE, they will still have to put a CDMA chip in it to work for voice calls on Verizon's network.
The Qualcomm chip used in the VZW iphone 4 has the ability to work on both CDMA networks and GSM (AT&T's band at least). I would bet they would continue this in the future but it will be locked to whatever carrier plus the vzw iphone won't have a sim card until a LTE version is released. Having the same chip in the phone between the GSM and CDMA version would cut cost for design and manufacturing. The current chip used in the AT&T iphone only can access the AT&T GSM bands in the US.
On a side note, the Thunderbolt can do voice and data over 3g.
