Couple things.......that would be FIFA's call and not UEFA. According to that article, UEFA would agree to moving the WC to a winter destination. FYI, UEFA is Europe's governign body of football (soccer).

Too bad UEFA has no say. Maybe some influence, but no say.

That article is basically saying that Platini (head of UEFA) thinks it should be moved and he says they would figure out what to do with the European Domestic Leagues and the Champions League, etc. They would have their breaks probably a month after the WC and then again before the 2023 season instead of just one long break.
