I see no need for a multiplier. The entire state is broken down into school districts. If a school gets a student from outside their district, they count double. If a school district has more than one high school, they must geographically split the district up for each high school (and any student outside their small sub-district would count double). A private school would be pegged to whatever public district or subdistrict they reside in. Any students from outside that district or subdistrict would count double.
If you're not pulling in students from outside your area, your enrollment # stays the same. If you are, you're only affected to the extent you do.
