I mean, can this totally be true? By definition it seems like we as a society have judged what they can spend their money on when we say it's illegal for people to purchase Heroin right?

Illegal versus legal activity. Smoking/alcohol are legal substances. Foods stamps are money for a specific purpose.... for food. There is nothing wrong with that. General assistance checks are for living, and no one especially government should decide how a person should 'live'. If the activity or 'substance' is legal than a person should be able to spend that money on whatever they fell they need to live....whether it be smokes, alcohol, condoms... etc.

LOL, come on now!

Ha well most of my stories are made up but this person is actually a real guy whom I know and is in a nursing home in Green Springs, Ohio! Was Injured on Hull Rd. in Huron, OH back in 1987 and against all odds is still alive today as a quadriplegic smoking and drinking beer the whole time as a quad!
