I live in Birmingham, AL. You're brother's correct about no road crews - no plows or salt trucks. Not worth the investment based upon their need.
As far as the "they don't know how to drive in it" - I disagree. I've lived most of my life in Ohio including 9 years in Cleveland in the snow belt. There is no magic skill for "knowing how to drive in the snow" except that you don't follow too closely and you turn into a spin - both of which are common sense. The problem down here is that once every few years we'll get an ice/snow storm that will leave a solid sheet of ice on the ground. You can't drive on that regardless of where your from or what vehicle you're driving. On top of that, it is very hilly here (like Pittsburgh). Icy street + no salt = you're going nowhere.

That's what happens to the roads down here in the south during an ice storm. There is no "knowing how to drive in the snow" that will allow you to navigate a road like this. Of course this guy should not have even pulled out from his driveway.
