Didn't notice you edited your post. As far as education a few points:
-Once again parenting/family structure with a focus on education and discipline can resolve most of those issues. Come home with a C+? Discipline the child. Skipping school? Damn well better fucking discipline. Kid continuously acts out in class? Don't leave it up to the school to discipline your child, you do it yourself. If the majority of the kids who go to these "shitty" school, with "shitty" teachers had parents with this type of structure then most of the issues would be resolved. They wouldn't act out in class, and these "shitty" teachers would be able to do their job at their "shitty" school.
-No clue where you get the idea that these teachers are shitty. Most of them went to school and got a degree in education, or even a masters just like every teacher in this country. I know a few teachers in DC who teach for DC public schools and received their degrees from very prestigious universities.
- If you don't believe family structure can resolve most of these issues, what can? Funding? DC spends the 2nd highest amount per student and their graduation rate is still at a whopping 62%. That's good enough for last place. Another example is trotwood madison HS in dayton. "Shitty" school and shitty area. The state decided to provide trotwood funding to completely renovate their school with new facilities. Result: 63% graduation rate.
-Another note on parents and education. I will admit I went to a school in a rich area, predominately white, but the family structure still applies there. I also coached wrestling there. There were still kids with poor families, some black. Just from coaching alone I have dealt with poor parents who are dumber than rocks (white and black), but they stayed on top of their kids and would rip the shit out of them if they misbehaved or came home with bad grades. Those kids now are doing pretty well for themselves. They are either going to college or are gainfully employed. On the flip side, I also had parents who were very wealthy and successful. Some weren't around for their kids as much as the poorer parents I just mentioned. Those kids didn't have the best grades, and frankly aren't doing the best for themselves post HS.
Needless to say, I believe family structure is most important. It seems within black communities it is not that important and thus you have a vicious cycle that will never raise the majority of a particular community out of poverty. It's much easier to play the victim card and vote for people who pretend they care about them and have done nothing to help them.
