I'm not sure why people think that you should be able to run from cops. Cops are there to enforce that law and if you run from them that interrupts the process and creates a lawless society. When you are hailed by a police officer, you listen and obey their lawful orders until they leave. If you are mistreated, you only gain control after they leave and then you can take the appropriate action.
No idea why he turned it on. And he definitely shouldn't have. But turning on your ignition doesn't mean you should be shot in the head. The cop tried to open the Drivers door...which is wrong. He never gave the driver a lawful order to step out of the car before trying to open the driver's door...which is wrong. And he panicked and went for the lethal option first...which is wrong. Then he lied about it in his report to cover it up...which is also wrong. All of that will lead to him going to jail.
And I definitely agree with the notion if just complying with orders and then fighting it afterwards. But then we should probably look at better options than just providing people who can't afford to fight those instances an over worked public defender who is just going to try to push the case through as quickly as possible to get it off his caseload. For you, or me, or a lot of people on this site, sure you can get an attorney and fight being mistreated. For poor people, that's not always an option.
