I sort of disagree with this. If a car is speeding and breaking the law, they shouldn't be given the right of way, assuming you are going the posted speed limit. The speed limit determines the flow of traffic, not an individual's interpretation of how fast traffic should be going. When someone is merging etc, they are expecting the flow of traffic to be the speed limit, therefore making it safer to merge with traffic.
Either way, after living in LA for a few years now, imagine 5 lanes of dumbasses driving random speeds. its no wonder why traffic is so bad here.
