They will probably hire an consultant group at $400/hr to solve the problem since government employees are useless at problem solving. They just hire "discriminated" groups and veterans regardless of actual skill or ability to do the work. Then they contract out the work at triple their salary to someone who actually knows what they are doing in the private sector.
