I would find a lawyer and press charges against the electrical company. You won't win, but it might scare them off.

Demand a personal meeting. If you have the balls to confront the power company representative you can (with control and integrity) state your case and just maybe offer a solution. I find that meeting people and issue directly is always in my favor. It’s all about having solution, presenting the facts and being in control.

They have people, lawyers included, whose job it is to handle such situations. Their incremental cost for pursuing payment is $0.

and what is a lawyer going to be charging him to help facilitate all of this?

All that has to be proven is that the power was used. That's easy, it's called reading a meter. That there was a billing issue (99.9% the fault of the OP) is of no consequence.

Again, poor people have this mentality and that's why they remain poor. I could find a lawyer who can win this case easily but he probably went to a real school rather than some glorified community college.
