The rule needs to be changed from the whole foot being in to the first point of the foot to touch.

Carolina penalties have benefited all 13 points.

They have the talent to win this game.....hitting the receiver late on the 1st drive gave Dawson a long FG....it was a 50/50 call but it was stupid on the defensive secondary player.

SF has played WAY more intelligent which would be a factor in winning in Seattle.

What is the difference between dragging your foot and your heel coming down in bounds and your toe OB on the 2nd foot? That's why the rule needs to be changed so that to be a legal catch the first touch of the 2nd foot(or other appendage) has to be inbounds and touch before any other part of the body has touched OB.
