Another missed call by one of the top crews. Is there not a ref watching that exact play? Pretty much every iffy call has went the way of Seattle

Doesn't the clock stop on a penalty? Shouldn't there have been another play in the 3rd qtr? If it is a delayed penalty, shouldn't they go back and stop the clock when the play ended?
