Go read the definition of the rules.
If you disregard PI because of the ball being well underthrown, fine. By definition, they CAN call defensive holding as his arms were holding Gronk.
Either way, it's a foul that gives the Pats another down, whether that's on the 1-yard line or the 7-yard line (woulda been half the distance).
