i have to say i really don't understand how all these transfers happen. the way i understand it, the rules are very clear: you move you sit out a year, right? (unless it's a bonafide family move by a certain date.) i don't think even "intra-family" transfers are allowed unless there's a court-ordered change of custody, right? Are families really selling their houses and moving to other districts when they transfer these kids? I guess they have to be...

I believe you are allowed to transfer from private school to public school without any penalty.

Not my business to post on a forum, but his family had a legit reason for moving, which i think as long as it stays at one time, is legal.

Once you enter 9 th grade, you can transfer for a number of legitimate reasons, which is what has happened in the Gusan case. As for the others , not sure the circumstances . As for going back from private to public, it is
permitted to go back to your original home school one time without sitting out a year. Unless , of course, you
have a legitimate family or housing change. As they always say, if there is a will, there is a way.
