And it just demonstrates the point that the NCAA is very much reliant upon members enforcing the rules and reporting violations not only of their own (Universities often report numerous instances of secondary violations) but of others as well. The one thing the NCAA has very little of is investigative power. Also, it was OSU compliance that turned in Florida, not Urban although that's what ESPN would have you believe.
