Essentially, when looking at the whole of the people here, it's not possible to make everyone happy, so please understand that while you might think Mods here need to have more strict enforcement, you are one of many, and your opinion to that end will be diametrically opposed to someone else's. To make you happy is to piss them off, and both of you think you're right.
So while you might not have a reason to bitch if things were run differently, SOMEone would.

I know people might hate to think of it this way, but ultimately, Mods are like umpires. Over the course of a season, your team might see a slew of different umpires. Some call the more ticky-tack stuff. Others don't. All might be trying to use their best judgment, and all might be doing the best they know how to do. You just gotta have that in mind.

Being a culprit of derailing at times, I'll answer as best I can.

It's not just about derailing. Conversations go off track all the time, and that's not inherently wrong. If the conversation dictates that it does, so be it. The rule makes it an offense when a poster does it 'aggressively' (I take that to mean 'repeatedly' within a thread) and does it via what our admittedly subjective estimation says is 'trolling' as the only purpose. If someone posts with the obvious purpose of derailing the conversation, and does so repeatedly, it's against the rule. This isn't about a conversation following a rabbit trail. It's not about a conversation gone off course due to a considerable disagreement between a few posters. It's, plainly put, "a turd intentionally keeping an otherwise good discussion from happening." The 'derailing' part is an important element, but it's not the exclusive point of the rule.

As for what is most "detrimental," I don't know the answer, so I won't BS you. Big picture: It's hard to know what will work and what won't.
