Incorrect. Instead of trying to be "Joe Hero", call the cops the next time he has the dog off it's leash or animal control. There ARE usually leash laws. If he brings the dog to the park again, keep calling until he gets the hint if you fear for the kids and your pets safety. Until the dog has done something it's innocent until proven guilty. If you think it could be guilty and don't want it to get to that point, call the authorities and prevent it.
You're not going to be some kind of hero if you tote a gun to the park and shoot it. And if you think you won't go to jail for pulling some **** like that, try it as an "experiment" and see where it gets you. Better to report it and let the proper authorities handle it.
