OK, I would just go to the lady if it happens again and ask her to not let her dogs pee in your grass, female dog urine will kill grass, I would also suggest not using profanity when doing this. You can probably stop the dogs from peeing there altogether by spreading a generous amount of red pepper flakes all over that spot. Buy it bulk from Sam's Club or Costco.

An easement is different than ownership which was the question I was answering. I am sure the city does have an easement near the utilities. I would just do the red pepper. We had new neighbors move in with flea infested dogs. Their dogs kept coming into our yard and we started finding fleas on our dogs, so we basically made a border with red pepper. Havent seen them in the yard since

Getting back on track here, I don't care if she has the legal right to exercise her dogs on the three or four feet of property by the curb with or without an ordinance, I don't care if her dog pisses in my yard (on the fully grown grass), I do care, and thus the reason for this thread, that she allowed he dogs to piss on the newly planted grass which was clearly marked by the straw covering.
