Being it's the interwebs, they are allowing you to play in their sandbox, but at the other fucking end and don't be loud about it or they'll send the cat over to bury your ass.

They got tired of sending over the cat and shut down the admittance to the sandbox, now they realize that "hey, nobody gives a fuck about being in our sandbox anymore" and opened it back up.
