Here is my idea:
Every county in the state sets up shop in a very large building (very large). The welfarers must sit in the building 40 hours per week, 8-4:30pm Monday through Friday. They get 2 15 minute breaks and a 30 minute lunch (which they pay for). They clock in and out. They are drug tested (randomly). No cell phone use allowed. No talking. They can walk as much as they want (most of them need it). There is no TV or games to play. No couches to sleep on, just metal folding chairs. Come in late or leave early and you get docked on your welfare check. Break the rules, dont show up, etc., and you are on your own. Fail the drug test and there are no questions asked- you are gone forever.
I would bet after just a few short weeks those people would be clawing their way out of there trying to find a job!
