Hope I'm wrong, but I said last year I didn't know how many seasons they could really drag this out before people lost interest in killing zombies. And that's your explanation - last year they were going for broke hoping to get picked-up, now they have to develop an actual story arc (longer-term), along with non-repetitive side plots, and a number of shows to fill.
There are simply elements of the human condition that aren't particularly interesting to watch. Yeah, in the zombie-apocalypse parents still stress over the possibility of losing their child. We get that and it doesn't make for particularly compelling tv.
The sheriff, or main character, and his wife/kids are fairly boring. The interesting guys - Merle and his brother and the deputy - are more complicated, but it's a tough challenge to write because at this point only Merle's brother is sympathetic (i.e. a "bad" guy we can like). I don't know what they're doing with the deputy - are we supposed to hate him, are we supposed to sympathize or understand the decisions he's making? I don't think the writers (or perhaps the actor) have done a good job with the character. We don't want to empathize with him, and I don't find myself "pulling" for him. He's kind of become annoying and irritating.
