Absolutely not... Dude ran, Dude got out of his car, and dude had something in his hands which in a split second resembled a weapon. Has it been determined what this guy had in his hands? From the dash cam it looked like a mac-10. You can clearly see that the cop that shot him is shaken and visibly upset. The ONLY downside to this video is that the cops were more worried about flipping the corpse over in handcuffs rather than observe that he was down from the bullets fired. The subjects health as well as his pulse should have been determined long before they found out he was dead.

I think the guy said "if you don't brutally arrest me and hit me after i'm handcuffed I'm going to detonate a bomb that will level the entire city".
