LOL, that does not mean they are exempt from that tax, it's a consumption tax. You don't consume any, you don't pay any. If that is your logic, technically, I am exempt from the tax on candy because I don't buy any, I am exempt from the tax on cigarettes since I don't buy any, etc etc. All it means is I am not consuming the goods that are taxed. Maybe those localities need to find a different way to fund roads? Oh wait, they already pay property tax, maybe it comes out of there.
