My guess is "absolutely nothing".
So, by taking it in the shorts for 25 years and supposedly not saying anything, that makes it all OK? Gee...since nobody's complained for over 2 decades, they have no right to complain now? With that attitude, why was slavery ever abolished? It had been going on for centuries, so therefore no one should have the right to complain and act for its abolishment? Failed logic.

Kasich has made it clear that he plans to balance the state budget by taking away monies that had been sent to local communities. Those that have, will keep on with the local programs and services. The poorer and more rural communities will have to make do with less. Layoffs will come no matter how you vote, so you may as well get used to that simple fact of life.
This news just in....the state of Ohio was broke to the tune of $8,000,000,000. The federal bailouts from 2009 and 2010 received by Toothless Ted Strickland meant he did NOT have to make ANY hard decisions on what to cut in order to balance the budget. He was wishing, hoping, and praying that the Obama Keynesians would come through, the state would collect more tax revenue, and thus balance the budget without him making any cuts to any programs or staffing. Turns out the Keynesian miracle never materialized and he's left his successor to deal with his (and Taft's) gutless management of the state's financial situation. Now, Kasich is the axe-aholic, making the HARD choices, and he's the bad guy. He says, "fair enough", but if he can get Ohio's fiscal house in order and leave his successor with a balanced budget and growth opportunities, then he says he's done his job.
The local communities should have the power to decide how much law enforcement, fire fighters, local bridge repairs, education, and art shows showing Jesus in urine they want to pay for. My hunch is that with less revenue, the fat gets trimmed off, the union payouts get curtailed, and necessary programs remain funded. Hell, in Pickerington, there are almost 30 cops on duty....and I have no idea what it is they do. Sure as hell isn't traffic management, based on the inbound and outbound flows during rush hours and Saturdays. Maybe I've got it backwards and there should be 200 cops and they can be stationed at every intersection and event with such gusto there won't be 1 ounce of crime. Of course, there won't be any citizens left due to the strangling taxes and theft of liberty, but who needs them anyways when police protection is the cause?
