I will say they are a drain on the school systems down here at least. We have a big population of illegal immigrants in Alabama. The schools have to hire English as a second language teachers for children as young as kindergartners, people to translate, all the printing for school supplies etc. must be done in English and in Spanish, the costs really add up. It is unreal. When I was doing well checks on children in some of the schools in Blount and Cullman counties in Alabama (many of the kids were poor and had no access to health care) it was very hard to communicate with some of the students. They couldn't have a translator with each and every one of them so I went home and tried to learn some basic medical phrases and words in Spanish, it helped a little but I could only imagine the everyday frustration the school systems must feel dealing with the communication issues. Needless to say I am going to start taking a "Spanish for nurses" course next month.
