The stat that Terry Tate linked here takes into consideration how many people are attending relative to how many seats are available in the stadium. The statistics I posted merely show that on average, Paul Brown Stadium has been closer to being filled to capacity throughout the course of the season.
Through week 16, the "worst" or (worse as you say) fans in the NFL have filled 92.1% of all available seats at Paul Brown Stadium.
One of the "best" fanbases in football have only filled 89.9% of their available seats through week 16.
