It can be tough going against them, but I dont think there should be separate divisions for the both. Maybe some sort of multiplier for a private school with how wide ranging their enrollment is or whatnot.

That's the "problem". It creates a "David vs. Goliath mentality". The MENTALITY is the problem, not the reality. The poor, poor public schools, where everybody gets a full scholarship, just has the mentality that it can't compete against the private schools, where people choose to go. People choose to go there because the education contains spiritual aspects as well as academic and physical.
The mentality of the GCL schools (I played football at two of them) is that you'd better strap it on a little stronger when you go against another GCL school. The public schools when I played there, 100 years ago, didn't hit as hard or hate losing as much as the GCL schools. It's a cultural thing at each school, but that was the general feeling. The same thing is true now at Alter, where my son played. The GCL is definitely the challenging part of the schedule, until the playoffs. The teams that go deep into the playoffs are in their own class (Steuby, Chagrin Falls, Hartley - Catholic school, Kenton, Jonathon Alder, Genoa).
So fix the public school mentality and you fix the problem. Multiply the public schools' hatred of losing and get rid of the participation awards. Why would dumbing down the competition fix anything?
