Horford you'd have to classify as really good because of All-Star status (as in, I think he'll be a perennial all star and not a one time thing like Mo Williams).

You have these tiers (IMO):
Superstar ('Bron, Wade, Durant, Howard, Kobe)
Great (Gasol, Bosh, Roy, Carmelo, etc.)
Really Good (perennial all stars who don't carry teams: Ray Allen, Horford, etc.)
Good
Average
Eh
The majority of the league falls into the Good/Average category IMO.
