ROTC members have to wear their uniforms all the time and they are inspected when wearing them, so they have to be cleaned regularly. An athletes wardrobe is not being inspected everyday and the only items of clothing they have that need cleaned regularly are being cleaned for them by the equipment staff.

The OP was wrong when he said parking tickets. The article talked about parking fees, like a parking pass that nearly ever college in America charges for. No school would ever pay an athletes parking tickets. I don't think parking passes should be covered since not every athlete has a car, and they should all get the same scholarship.
