Only in the NCAA and NFL do we have a fumble rule which only applies on fourth down where a player from the offensive who did not fumble recovers a fumble the ball is dead and returned to the spot of the fumble if it is in advance of the spot of the fumble.

Incorrect. Only an incomplete forward pass would make the play dead.

It would be a live ball foul enforced as a dead ball foul on both teams. The try after score is still on the 3.
