Any punishment that USC receives isn't going to scare anyone but USC because everyone else that chooses to break the rules will still think they will be smarter than USC and will get away with it.
Don't know about thinking they're smarter, but they did basically use the Fab Five Defense that UM used so effectively for nearly a decade to postpone its sanctions -- don't cooperate completely. Oh, make it sound and look like you're helping the NCAA to look into things, but don't REALLY provide them with fodder that can help tank your program.

In both these cases, if it wasn't for outside interests getting involved that had subpoena powers (the FBI in UM's case and the civil courts with USC and Bush) much of this crap probably would have been buried away forever.

A two year ban and a 20 something reduction in scholarships seems reasonable to me, assuming the charges are verified -- along with (hopefully) the yanking of Bush's Heisman by the Downtown Athletic Club and the stripping of USC's fraudulent BCS title by the BCS.

Forfeit the BCS Paycheck and it will make a difference. If the Pac-10 has shared Bowl payouts, make every Pac-10 team also pay back their portion since it was earned by USC's fraudulent appearances. Now USC beat the other Pac-10 teams and then stripped their pocket book to add insult to injury. That would open some eyes and mouths to start policing themselves.

Except that the Pac-10 still would have gotten all of that money anyway. Since the Pac-10 automatically qualifies their conference champion for a BCS bowl, and since all BCS bowls, including the title game, pay out the same amount, the conference still would have gotten the same money even if USC hadn't made those BCS bowl games. USC's appearances may have been fraudulent, but the Pac-10 champions appearance wasn't.

One year and 5 scholarships for every year that this happened. Forfeit the wins, forfeit the title, forfeit the Heisman. Sounds fair to me.

The NCAA can't actually force Reggie Bush to give back his Heisman because they don't give out the Heisman. If sanctions do some down and if the NCAA determines that he broke rules, then it would be up to the Downtown New York Athletic Club to decide whether or not to take back his Heisman. If the NCAA does come down hard, and if they determine the Bush is a big reason why, then I think it will be difficult for them not to strip him of his Heisman because if the games are forfeited then his stats technically wouldn't exist. If he is stripped, I'd be curious to see if the award is then given to Vince Young who finished second, or if there would just not be a winner for that year.
