Picture Troy running the West Coast offense. He'd be perfect in that situation.
What poor decision making and lack of great accuracy?
Smith would not help the Cleveland QB situation out at all.
Smith is not a WCO QB. He's more of a down field attack. Think San Diego's system.
He made good decisions and was accurate in college. I'm curious to as what you base your assessments off of. Not saying he will be accurate and make good decisions, but when you make statements like that, it's hard to take your assessments seriously.
Brady Quinn, Charlie Frye, Jamarcus Russell, etc. were all guys that were pretty accurate in college.
The difference is that Smith played in a vertical passing game (like a mini-Air Coryell), and threw the ball past defenders quite a bit with speed receivers like Holmes, and Ginn.
He struggled more passing horizontally, which is why TE's weren't used nearly as much as in previous years, not to mention he had Beanie and Pittman to help him out in the run game and he could make plays on the run.
In the WCO, you have to be great at reading the defenses, making quick passes after the 3-5 step drop, and throwing the ball in tight spaces. He's not accurate enough to do that.
Hope that helps.
