As far as which situation was worse? That's hard to balance here because of the differences in age, relationship between the victim and offender, extent of the contact, etc.
Obviously with all else being the same and only difference being the age, it is easier to say that younger is worse. But the Bengals cheerleader had a position of authority and trust over the 16 year old boy. She was a teacher (we entrust our kids daily to teachers). Also, the Bengals cheerleader incident involved actual sex where this seemingly involves an attempt but no sexual activity.

Then when you figure int he constant (I'll always be a contraian) it actually really comes down to how the OC industrial complex is performing. Then when you factor in how the Warden (Justin) should want the OC to run smoothly and it should be easy to crack down on the inmates running the asylum. Really a much different case when you facot in all the variables its not even really that close.
