I'd like to see him in Cincy, but I really have no idea where to draft him. Maybe in the 4th round or so? The Bengals haven't had a playmaker in years, Warrick was supposed to be the guy and had 1 decent year.

Here's a good article on him

I probably wouldn't draft him. I'd be alright with taking a shot with a 7th round pick. But he's not going to ever play QB in the league, and you're taking a pretty big chance to see if someone will work out in a position that they aren't used to playing. Most of the time it doesn't work out--of course, it could and you could have the next Josh Cribbs. But that's rare. I think there is probably a WR available in the 4th round that is better than Edwards would be moving over to that spot--so why take the chance on him?

Someone will, obviously, but if I were a GM he wouldn't be drafted by my team.

I wanted, and got Reggie McNeal a few years back too. I thought he was the sleeper of the draft. Not so much...

You answered your own question. The team that drafts him will be one of the teams in the upper echelon of the league. A team that doesn't really need him to be successful, but has the luxury to take the risk.

Armanti is a beast. If he bulks out he could be a helluva playmaker.
