I wonder how many illegal immigrants will fill out the census and get counted? That's why they are spending some much money on the census. They don't care about the economy or anything else. They just want to get those minorities or low income people plus the illegal aliens in this country so that the number of representatives can increase. Not to mention redistricting. To think otherwise is foolish, otherwise the census questionnaire would ask for your citizenship.
