While alot of people look at possible legislation with common sense and rationality, alot of those same people have the "wait and see" attitudes or they'll say "that will never happen to us/here" that becomes habitual which leads to apathy. Which really got us to this point to begin with.
If people want to get fired up and make some noise over certain issues, I don't necessarily consider that to be a bad thing. And the people making noise - I don't think that they lack common sense or rationality. It means that they're paying attention.
