If she is really a piss-poor service provider, then this is probably a prudent action to take. It could however, cause resentment by her, resulting in ever poorer service that she provides to you.

If she is someone you deal with everyday and is a good worker overall, I would think the best solution would be to react in a way that would make her want to perform her job better for you. I would pull her aside for a minute, explain the situation... give her a guilt trip per se, then tell her you know she can do better. Acknowledge that everyone makes mistakes, but this one by her is particularly troublesome because you took the time to mention how important it was. Hopefully, this will make her pay special attention to your requests, not because she has been reprimanded, but because you took the time to deal with her in a personal way.

Maybe I just look at the glass always being full and try to see what good can come out of a bad circumstance.
