Ideally it should be 18 because that's when the rest of your adult rights come in but I think it's understood that you don't want high school kids drinking. Most kids turn 19 after high school so this is I think the right age to let them start drinking, they're going to in college anyway so we might as well not waste money arresting them.

I would be ok w/ moving it to 19 upon completion of an Alcohol Awareness class. Much like driving, you could take the class, pass the test, and obtain an "Alcohol" id. The state could also make some revenue off of the id's.
