I would say it is part of the reason, but definitely not the only reason ratings have dropped. There are many reasons that have added up to the decline imo:
-Roger Goodell. It could just start and end with this as there are many sub reasons under Goodell, which make it difficult to watch the NFL (arbitrary punishments, favoring certain teams, being a hypocrite on many issues, drug policy, etc)
-Lack of parity and consumers finally adjusting and realizing parity is gone. You're going to see this problem in the NBA soon imo.
-Anthem protests
-Politicizing the game in general
-NFL rules favoring offenses
-NFL rules changing the league to the point that if you don't have a legitimate franchise QB fall to you in the draft you will never have a chance to succeed
-Viewership options. Compare the NFL to the MLB, NBA, and college football in terms of viewership options. The NFL makes it extremely difficult to watch the games you want to watch without A) going to a bar or B) paying a hefty amount for the direct TV package. With streaming the NFL is outdated with their packages. It's especially shitty for those who don't live in the same market was their favorite team.
-As COA pointed out, play in general has been subpar. In the last 3 years there have been maybe 3-4 good prime time games.
I am sure I am missing other reasons. I still like the NFL/football, but outside of the Browns I am definitely not revolving my entire Sunday around football anymore.
