Ehh, with Houston the disaster of evacuees before Rita gave them pause to not issue a declaration. The Houston mayor made the right call in my view. Strongly suggest people leave, but don't call for a mass mandatory call that could have clogged all the roads for miles.

Sort of....In the immediate yes, it is local, but the clean up and recovery efforts is all Federal. FEMA/ Corps, federal insurance programs, etc.
Implementing all of that falls under the President.

If the relief efforts are slow or do not work the right way, that is all on the current administration.
