Here is a list of the most famous person born in each county. Based on this I would go with John Holmes, Scott Hamilton, Phyllis Diller, and Bob Evans.

If I were doing a serious list and it didn't have to be sports based I would do:

Neil Armstrong (most obvious choice, IMO)
Jack Nicklaus
Jesse Owens
Barry Larkin (homer pick)

I met Bob several times while at Rio Grande. His son is married to a local Jackson lady....he's always around town. Steve Evans (as in the sausage)

FWIW - Bobby Knight was born in Massillon because there was no hospital in Orrville at that time.

If it were non-sports people born in Ohio I would think the following would be at the top:

Thomas Edison
Neil Armstrong
Orrville Wright
Bob Hope
- plus several US presidents

Other sports greats would be Cy Young and Branch Rickey
