Unless you're out in the sticks, the govt has many, many ways to track you.

Oh, I understand this. However, these many ways ... at least the 'legal' ones ... still grant me volition. I can be watched while I am in public. I can be monitored by ANY device connected to a network (not just cell phones).

But those still grant me the ability to refrain from them. I can stay out of public, or at the very least, limit my time in public. I can refrain from networked devices (computers, televisions, mobile devices, smart appliances, cars equipped with GPS, etc.).

If it's in my skin, I lose the right to refrain from usage.

Why can't I have both?

And as I said, what happens if my belief in small, less-pervasive government and an unrestricted right to self-protection (ironic, given the topic) makes me a "terror threat?" Do I lose the right to some privacy?

Technology always presents these issues. A tracker is far, far more likely to save your life in numerous ways than it is to harm you from some nefarious govt activity (assuming you aren't a criminal). That's why you need oversight and restrictions.

That's just the reality of progress - you split the atom and now you have nuclear power, but also nuclear bombs. Guns to put food on your table, but can also be used to rob or kill you.

As I said, the ways in which I can be tracked that are voluntary are a matter of choice, and while I object to how they are used (tracking by entities other than those with whom I sign an agreement), I acknowledge their existence, and I still have the freedom to refrain from using them, should I choose to do so. If I wish to not be tracked, for whatever reason, I can leave my devices at home. I can walk or drive an older vehicle. I can stay off the surface web.

Anything which removes the freedom of choice is not the reality of progress, because it is not progress. Compulsion is not a necessity for progress. In fact, given how far back in antiquity we see authoritarian compulsion, one might say it's rather digressive.
