Last time there was an across the board hiring freeze was during the early 80s and the GAO stated it did more harm than good.

Having fewer employees is less costly than having more employees. I understand it is a difficult and complex equation.

Government is not an entity whose charge it is is to grow and gain market share, and thus having more employees, such as in sales and revenue development, is desirable and will result in bottom line gains.

Hey, all I was saying was the GAO reported after the fact, in the 80s, that in fact that was not the case. It actually cost the Gov. more to have the freeze than not. That may or may not apply to today.
Is the Gov. bloated, yes, just look at the back end of the DOD.
But, it has to be done the right way. Just slapping a freeze is kind of dumb as honestly we have been in a freeze for some agencies since sequestration.

Also, will the freeze impact the VA or the DOD? That is unclear right now. The VA does not need a freeze right now.

Did they also prevent contracting outside of the government in the 80's? This current memo is preventing agencies from doing that.

I think trump wants to make some serious slashes to certain departments and agencies. There is more to this and if he does make those cuts, then I don't see how the freeze can't save money. I think we are about to see some big cuts to the EPA, and I can't say I will shed any tears for them.

I have been dealing with the VA for over 3 years; they need more than a freeze; they need a complete gutting and then a rebuild.
