You can always contend with a great QB. You can still survive key injuries and inconsistency if your QB is always on top of everything.
Building a team around an elite D and depth takes time. The Bengals are doing it right now, but even then, that plan can be derailed by injuries at any time.
It's much easier said than done to build either. Finding an elite, elite QB is difficult, but building a dominant and deep defense takes more than a year. It has to be an organizational change from the ground up. The Browns have messed up so many draft picks in the last 5 years outside of not finding an elite QB.
