I agree with the second part. With the first, there are a few differences, IMO. Flacco transferred from a mediocre Pitt program where he was stuck on the bench and didn't really impress people until combines and stuff. Jones is a guy coming off three consecutive wins against high-power programs where he impressed a lot of people.
To me, transferring to a lower level, even if it's the one way he can get around the transfer rule (not familiar with all the ins and outs, so going off what was said here), is one of those "a lot to lose, a little to gain" moves. His old problems with conditioning and attitude (We don't play school!) could resurface due to complacency and being in a situation where he's the best guy out there could lead to those "I can get away with this shit here" bad habits.
I'd say he has two legit options right now. Go pro and see what happens because it's hard to have much better of a current stock than he gave himself. Stay at OSU and work for the degree and see what happens as far as the QB position and, if he graduates after this year, look to potentially transfer to a program where there will be more competition, if he's not starting.
I think everyone whose seen him would at least be interested in his athletic talent, poise and potential. I don't think being in a situation that seems tailor-made to put him at risk of falling into the same bad habits that led to all the stories about how he was the most out-of-shape incoming recruit ever would be that beneficial.
