I've been thinking a lot about this and the best thing that could happen is for JFF to start week 1.
I think most people can see, from McCown's history, that he's not going to become a "good" QB overnight. So let's just say he's "Hoyer-like." That might get you 6-8 wins, likely leaving you out of reach for one of the top QB's in the 2016 draft.
By starting JFF, he either sucks ass (most likely scenario) and you're drafting top 3-5 (likely getting your QB) or he balls out and you could be looking at playoffs. If he performs like McCown, you're still getting those 6-8 win anyhow.
Some fans may be cool with the "7-9 is an improvement" or "I'll take 8-8 ALL DAY!" Screw that! The idea is a championship. Find out if JFF is "the guy" and if he's not, he fails miserably and you're sitting in a high position to draft a QB. I'm tired of these guys getting just enough wins to keep them out of reach of a potential franchise QB.
The only "glitch" with this scenario is that I don't necessarily think this coaching staff is a lock to return in 2017 so Pettine would have to have some brass balls to start Manziel and potentially risk his job.
