iCloud Calendar question

Anyone have any idea why if you go to save an appointment/meeting/even on your iCloud Calendar from your iOS device, the Alert options for All Day are:
On day of event (9 AM)
1 day before (9 AM)
2 days before (9 AM)
1 week before

... yet, if you go to create an appointment/meeting/event on your iCloud Calendar from www.icloud.com, the Alert options for All Day are:
1 day before
2 days before

Why can't you select "On day of event (9 AM)" from the website?! I hate this more than anything!!!

But I have syncing issues whenever I use Google's calendar. Hence why I'm not a fan. I prefer the ability to sync between all of my devices and put up with this annoyance, than change to Google and then deal with some syncing issues.

It syncs a heck of a lot better than iCloud to an Android or Windows device.

Oh wait, Apple doesn't extend their ecosystems outside of their walled garden like others do.
