Not exactly.
The old spells now cost 2 spaces (jump, rage, heal, light) and the new dark spells cost 1 space(poison, earthquake, haste).
TH10 gets 11 spaces for spells, so any combination of the above adding up to 11, keeping in my the old spells each cost 2 and the new dark spells cost 1.
It is assumed that TH9 will have 9 spaces for spells, and TH8 will get 7 spaces for spells.
So, as a TH8 you could do your usual 3 old spells plus 1 dark spell for free....Or you could do 7 of the new dark spells technically, or some combination adding up to 7. Say you traditionally attacked with 3 rage, well now you could do 3 rage and 1 poison to take out the CC troops...So in that case you get an extra spell.
When I was referencing twice as many spells, I was comparing haste to rage....Rage makes units faster and increases their damage and in the new system costs 2 spell spaces..."Haste" increases the speed like rage, but does not increase the damage, and it only costs 1 spell space. Since balloons don't really need the extra damage that rage gives, I can now take twice as many haste spells compared to rage, which will be pretty big with TH9 and TH10 air attacks.
Even an all out loon swarm may be possible, who knows...Lure and kill the CC then drop loons everywhere with 9 haste spells, lol.
