It's a bad call...really bad. But based on the rule they put up on the screen, it's the correct call.
I'm referring to the little addition that says, "if there's a question, then it's a foul." At full speed, I could see how a referee that was not right on top of the play could see that as possibly being targeting. It's a nice way for them to cover their asses on that one.
