A very similar situation happened at my girlfriend's dental school (OSU).
They decided to change the grading scale (!!!!!) because class average was something like 88%, and for years past it was more like 75%. The higher-ups accused the brand new professor of being too lenient.
What was BS, was they didn't change it until the end of the semester, when they realized the class average was too high for their liking compared to previous professors.
Several people failed the course (because they barely studied for the final in a class they were cruising through), appealed to the dean academic affairs, and won.
Sucks for people like my girlfriend, who went from an A to a B+ without doing a single thing wrong.
